About the Company
Associates Title Services, Inc., an independently owned and operated local title company, was formed over 16 years ago to provide experienced, personalized, professional title services to the community. It is our goal to treat each settlement transaction with personal attention to detail and respect for our clients’ individual needs. Associates Title strives to provide prompt, efficient and courteous service on every transaction. Our licensed settlement officers each have over 25 years of experience in conducting closings for residential sales, builder accounts, lot purchases, refinances, and light commercial transactions. We are conveniently located in Westminster, Maryland, and have associate offices in Baltimore, Columbia, Kent Island and Bel Air for your convenience.
The Owner
Jenny Koontz, who is a Westminster resident, has been in the title industry for over 33 years. Jenny gained her title experience working for larger corporations but felt the need to serve her clients on a more personal level. Associates' Title does exactly that by offering personal service with accuracy and attention to detail resulting in successful settlements and repeat customers. Jenny takes pride in knowing she serves her clients with the best services possible for over 16 years.

Our Staff
Rosie Caplan - Senior Processor has over 25 years experience in the title industry. Rosie was trained and worked within the title industry both locally and in the greater Baltimore area in all aspects of title processing. Rosie has done all aspects of the processing for settlements, as well as HUD preparation, post closing, title policies, releases & coordinating. She joined Associates Title to return to the Westminster area and for the opportunity to have a more personalized settlement experience and relationship with our clients. Rosie is a long time resident of Carroll County, as well as, currently residing in the old farmhouse that she and her husband have renovated and restored.
Shirley Dell- Licensed Settlement Officer also has over 25 years of experience in the title industry. Shirley is a lifelong resident of Carroll County who began her career in the title industry specializing in builder accounts. Shirley has since diversified her experience to include resale purchases, construction-permanent loans, refinances, cash transactions. Shirley also provides her expertise in the recordation process at the local level, as well as post closing packaging.
Elizabeth “Liz” Humphrey- Liz is our newest Settlement Officer and she brings over 27 years of real estate experience to the settlement table. Liz has been a licensed realtor®, as well as a licensed settlement officer, so she understands your real estate transaction from start to finish. Liz and her husband are long-standing residents of the South Carroll area, as well as being members of the Carroll County Association of Realtors®, Inc. Liz exemplifies Associates’ philosophy of professionalism with a personal touch, resulting in a smooth transaction tailored to your clients’ individual needs.
Company Counsel
Tee Tillman has 30 years of experience in the title industry and has handled over 35,000 settlements, Tee has also developed land and built homes. As an attorney, he represented buyers and sellers in contract preparation, litigation and lectured to realtors and homebuyers regarding all aspects of real estate.
Jeff Letzkus has 30 years of experience as an attorney in private practice. Over the last 10 years, Jeff has focused his practice on real estate, business law, estates, trust administration and litigation. Jeff has handled thousands of residential and commercial closings. Additionally, Jeff is a qualified intermediary for 1031 tax-exempt exchanges.
